Potential 1.3 errata item: map.dtd does not include Release Mgmt domain

All, Sorry, but I may have found a new errata item.
The basemap.dtd does not appear to include the Release Management domain.
Bookmap does.
According to the spec, change-historylist should be allowed in topicmeta.
The actual model does not reflect this.
The basemap.dtd should include the following declarations for: < !
