Motion to deactivate the Learning & Training subcommittee

I move that we deactivate the Learning and Training subcommittee, and form an OASIS Open GitHub repository to hold the grammar files and documentation.
Carlos Evia and Eliot Kimber will be the maintainers of the OASIS Open repository.
