Stage 2 proposal, #345 "New element for defining variable text" ready for review

Robert Anderson, Chris Nitchie, and I met yesterday and settled
      the outstanding details that were raised at this week's TC
      meeting.

    
The updated stage 2 proposal is attached (PDF format), and the
      up-to-date DITA source is in SVN.
