This reflects the facts that the front page content is set up to be what OASIS will want once we move the spec into the formal process. Unfortunately, I could not find any information on the official website https://www.oasis-open.org/committees/tc_home.php?wg_abbrev=dita . I had an older working draft PDF lying around and found that the URLs given there do not work any longer.
