DOCBOOK-APPS: Exporting to DocBook from Epic

I have two questions about DTD to DTD conversions.

We have some folks who have produced some documents in IBM's proprietary
SGML using ArborText Epic. They exported the documents to DocBook SGML, but
it's version 2.4.1.

So, question 1: how hard (if at all possible) is it to upgrade the export
DTD on Epic to 4.1?

Question 2 (failing #1): anyone know a quick route for converting from
DocBook 2.4.1 to DocBook 4.1?
