The titlepages are driven by the templates
in titlepage.templates.xsl.  In this case:

    <xsl:call-template name="section.titlepage.recto"/>
    </div>

    <xsl:call-template name="section.titlepage.before.verso"/>
    <xsl:call-template name="section.titlepage.verso"/>
    </div>
    <xsl:call-template name="section.titlepage.separator"/>
  </div>
</xsl:template>

The empty div is the 'verso' processing, which is
generally useless in HTML processing since there are
no page sides.  But it does add an empty div.
