In DocBook (1.62.4) the template section.heading in html/sections.xsl 
attach the clear attribute to h4,h5,h6 elements.

Why is that done?

h4, h5 and h6 will by default be displayed as a block anyway. 
The clear attribute might break the CSS layout of documents.
