Index in htmlhelp is showing broken characters for swedish

Hi,

My Swedish htmlhelp-file is showing broken characters in the index when
showing Swedish character "Å, Ä, and Ö". The HTML files or body content if
you wish, looks as it should. I've set <xsl:param name="htmlhelp.encoding"
select="windows-1252"></xsl:param> and <xsl:param name="default.encoding"
select="windows-1252"></xsl:param>.

I'm using 

1.61.2 stylesheets and xsltproc with docbook 4.2.

Any ideas?
