Another linking problem in htmlhelp

Hi,

When I link to an internal item in the document and click on the link I
always come to the top of the page, never to the spot where my ID is set.
This happens in both XREF and LINK but it works if I make an ANCHOR and then
use XREF or LINK.

Am I doing something wrong...?
