Announce: DocBook menu for GNU Emacs

I've put together a sort of convenience menu intended for people who
work with DocBook documents and the DocBook XSLT stylesheets from within
GNU Emacs 20.7 or later.

It's available from the DocBook Open Repository download page:

What it does, basically, is add a hierarchical, customizable "ready
reference" sort of menu designed to provide quick access to a variety of
DocBook-related documentation directly from within Emacs, and to files
in the DocBook XSLT stylesheets distribution.

By default, it provides the following submenus:

  DocBook: The Definitive Guide

  DocBook: Element Reference (Alphabetical)
