OK, it works for me now too !

My error was that I only looked at the resulting file after 
"xmllint --xinclude..." - where I see indeed "&lt;" instead of "<".

But processing the resulting XML file with my stylesheet gives the
correct result and all the "<" are verbatim copied to the output file
(TeX in my case).
