now generates two nested fo:blocks. This was not the case as of XSL
V1.61.3; I have not tried the version(s) in-between.

Why?

This breaks PassiveTeX which creates an empty line before the text
inside the para. I don't know what the FO spec says; this may well be
a PassiveTeX problem.
