This is indeed a bug in the Xerces XInclude support, we had a similar report
[1]. There is however a workaround for this, you should add the xmlns:xi
attribute in the local.common.attrib as below.
<!ENTITY % local.common.attrib
"xml:base CDATA #IMPLIED
xmlns:xi CDATA #FIXED 'http://www.w3.org/2003/XInclude'" >
