Chapter without gentext

Hi,

I need a kind of a chapter between ToC and normal chapters. How can I
customize XSL, so that this special chapter has a title but no gentext and
no ToC entry. The chapter numbering should start at the first real chapter,
not at the special chapter. Or is there a chapter-like element for special
purposes? BTW: it is no preface.
