OK, Dave P. tells me I'm wrong, so I better retract this :-)

Still, in the real world of 21st century XML, it seems fair to say
that doctype declarations aren't necessary (and are arguably
counter-productive, though let's not go there).  The XML spec was
written, after all, when the only game in validation town was the DTD.
