header rule margin problem with FOP

Hi,

FOP 0.20.5.
Using 1.69.1 or snapshot, the header (or footer) rule is drawn incorrectly.
It's not align with the left text header, but begins from the page body 
text.
It was working with 1.68.1

Any workaround, parameters I missed ?
