Question about Legends and Formatting

Hello everyone!

 

I got a question about the proper
docbook XML coding for a legend following a informalfigure.

 

I’m working on a book which has
allot of technical illustrations and some of them have orderedlist elements
following them.  Currently I have them setup as two column informal tables.  Is
there a better way to code a legend to make better docbook sense?
