Re: [docbook-apps] html without top

I think that rule might be coming from the template 
named book.titlepage.separator in html/titlepage.templates.xsl.  Try 
setting that to an empty template in your customization.

We don’t need the TOC here, the 
  TOP is on the left frame anyways.

  
But when I remove the TOC, on the
