I don't know if it's a limitation of the PDF format itself, or simply of the Reader. But the vast majority of people use Adobe's Reader to view PDFs anyway, so the distinction might not be relevant. The following Adobe tech note seems to indicate that the problem is fixed in Acrobat 8.0 when you browse using Firefox.
