RE: [docbook-apps] attaching a patch to an issue

I saw the "Attached File" section in the bug report, but there was no
way offered to add the file. Maybe I don't have the proper permissions.

Also, once the bug report is created, near the bottom of each bug report

screen is an Add a File section that lets you upload additional files.
