xref process. Different html to fo. db5

Given

<xref linkend="release.notes" />

and

<simplelist xml:id="release.notes" xreflabel="list of  XXX"> ...

No issue processing to html.

When I process through to PDF I get
Making portrait pages on A4 paper (210mmx297mm)
done
[warning] unresolved internal destination: 'release.notes'

Using xsl-ns stylesheets
