tdg says

label    Specifies an identifying string for presentation purposes

Bit vague?
 What I'm seeing in fo output is 

chapter heading as 
Chapter xxx  "title text"

I.e. the @label is inserted ... as a sort of chapter number?

Is this a bug or an oddity?
