Re: problems with vot on 4.0

I'm on vacation as of EOB today until Brussels, but you don't need
me; ask Laura for how to set up a teleconference.  The probem is
that the Bylaws permit mail ballots only for specified purposes,
so we'll have to amend them before ANY TC can do voting by email.

And I congratulate Norm on his new job!
