Does "empty" here mean only

  <ulink url="foo"/>

or also

  <ulink url="foo"></ulink>

and what about

  <ulink url="foo"> </ulink>

and

  <ulink url="foo">
  </ulink>

?

I would expect the first two but not the last two.
