Re: [docbook-tc] RFE 482818: Simplify ToC content model (long)

In the course of working on a "manual chunking" I had cause to consider really
simplifying the content model of ToC. My current thinking is:

<!E toc (title?, tocentry+)>
<!E tocentry (citetitle?, tocentry*)>

with appropriate attributes, of course.
