Annotation markup

Hi,

as many of you probably noticed already, Norm published essay about 
annotation markup on his website:

http://norman.walsh.name/2004/09/16/annotationMarkup

There are few comments about this proposal (mine included) bellow the 
article and I thinkt it might be worth to discuss annotations in advance 
of telcon using e-mail or comments below the article. I think that 
incorporating annotations into DocBook will have big impact on almost 
every content model and we should take this issue really seriously.
