http://www.oasis-open.org/docbook/xml/ is not up to date

Hi Norm,

it seems that

http://www.oasis-open.org/docbook/xml/

is out of sync from docbook.org. I know that there were some problems in
past with putting content on OASIS web-site, but I think that we
definitively should final 5.0 also on OASIS domain.
