vote on issue #149 allow legalsection in topic

In the comments Norm suggests this might be a mistaken omission, and
Scott agrees.  I also agree.  https://github.com/docbook/docbook/issues/149 .
I move that we accept adding legalsection to topic.  Scott can second it
and vote, and other voting members please vote.  I vote yes.
