Answering my own stupid question:

I had a semicolon on the end of SGML_CATALOG_FILES like so:
set
SGML_CATALOG_FILES=./catalog;c:/usr/share/docbook/docbook.cat;c:/usr/share/d
ocbook-dsssl/catalog;c:/usr/share/sgml/catalog;c:/jade/catalog;
This translated to a blank entry in the list of places
where PSGML looks for catalogs, and it failed pretty gracelessly
IMHO.
