The freeware.sgi.com site has several useful SGML tools available as
installable images.  Specifically the recent listing:

includes:

     docbook-3.0
     jade-1.2.1
     libxml-1.7.3
     sgml-common-0.1
     stylesheets-0.8

While not a complete package, it should be a good starting point.
