DOCBOOK: QANDASET in french

Hi all,

I've been adding a <qandaset> to my document. While it works fine for
english based documents, This is what happens to the french output:

/usr/bin/jade:fr/security_chapter.sgml:4828:0:E: Nom d'幨幦ent non
attendu: ANSWER

(Name of element not expected: QUESTION)

If it is just a problem of missing localization, please send me the
procedure and I'll try to provide it in french, german, spanish, italian
& swedish.
