DOCBOOK: bridgehead in <*edlist>

Hi,

I have run through an interesting problem while formatting the GPL with
DocBook. There is a title between clauses 10 and 11 applying to both
clauses 11 and 12.

I suggest then amodification to the DTD, so that <bridgehead> be allowed
as a children of <orderedlist> and <itemizedlist>.
