Iff it is defined that dates are always entered in ISO-form, the
stylesheet could do that like it does for 'chapter' and other texts.
But as you write, this is very hard to enforce.

What might help is adding a question about the date format to your
usage description of the DTD.  I think I read some questions in TDG,
at least some publishers do ask some questions.  You can't solve a
personal/organizational problem with pure programming or other
technical means.
