DOCBOOK: dbpoolx.mod

good morning

I was looking in the dbpoolx.mod file.
Could you please explain me why the entity - local.ndxterm.class  is empty?
It appears in the file as follows:
<!ENTITY % local.ndxterm.class "">
<!ENTITY % ndxterm.class
		"indexterm %local.ndxterm.class;">

Afetr this is, is not  ndxterm.class is same as  indexterm ?
because %local.ndxterm.class; is "".
Please explain.
