DOCBOOK: tool tips in ulinks

Hello,

What do I need to do to have:

<ulink url="http://lists.oasis-open.org/archives/docbook/">DocBook Mailing
Archive</ulink>

generate the following

<a title="View the monthly archives"
href=http://lists.oasis-open.org/archives/docbook/>DocBook Mailing
Archive</a>

when generating HTML from XML?

I see there is to "title" attribute for ulink.
