DOCBOOK: Bad link to xmlcharent-0.3.zip at the OASIS page...

Hi, 

Sorry if I am not using the correct way to report the bad
link...

The link 

  http://www.oasis-open.org/docbook/xmlcharent/0.3/xmlcharent-0.3.zip

placed at the 

  http://www.oasis-open.org/docbook/xmlcharent/0.3/index.shtml

does not work.  It also seems that the "Updated Tue, 19 Mar 2002"  
placed at the right top corner of the page is not correct.
