DOCBOOK: [PROBLEM] docbook does not print odd pages

hello,

i am having that docbook does not print chapters on odd pages.

i am using ...

 - the docbook-xsl (v1.54.1) stylesheets
 - xalan v2_4_D1 to generate the fo tree
 - xep v2.77 to generate the pdf document

i am using a set that includes seven books. the very first book includes
just a preface but no chapters. each other book includes several chapters
and sections.

the weird thing is that each section of the preface will be printed on both
odd
and even pages. only chapters of the other books will be only printed on
even
pages.

any ideas?
