DOCBOOK: Adding Vietnamese language [vi]

Hello

I would like to contribute Vietnamese localization for DocBook XSL and DSSSL.
Please tell me how to do. I will contribute vi.xml & dbl1vi.{dsl,ent}.
Do i have to do anything else?
