The latest XInclude Candidate Recommendation [1] changed back the
XInclude namespace to http://www.w3.org/2001/XInclude. Xerces for
instance was changed on CVS and the next release will include the fix
but the current version 2.6.2 will use http://www.w3.org/2003/XInclude.
If you want to use Xerces and the correct namespace you should get a
more recent build [2].
