If you don't want to implement the feature ($use.embed.for.svg with
HTML Help as target format) in a customization layer, you could submit
an RFE at

http://sourceforge.net/tracker/?group_id=21935&atid=373750

Per default the HTML element object should be generated AFAIK (embed
is not an HTML element), instead of an img element.
