Reference sectioning

Hi,

I'm creating a huge set of reference pages and I would like to have them 
organized in sections (in a tree structure). I'm using multiple <reference> 
blocks but that gives me only level 1 sectioning since <reference> elements 
cannot be nested. Using nested <section>s seems the only way, but...

is there a better way?
