XSL, CSS and Roles

After purchasing and reading Bob Sagehill's excellent book, why does  the 
current XSL implementation not support the Role  property for every dtd tag 
in lieu of  embedding a phrase element ( which does not apply to a number of 
tags)?
Would be nice to implement css stylesheets in entirety instead of dbhtml.
