No, that's wrong. Fop is currently undergoing a complete rewrite because the 
last 0.20.5 version had too much design flaws. The new version is about to be 
completed (the Fop developers expect a release at end of summer 2005) and it 
looks very promising (TeX line-breaking algorithm from Knuth, for example).
