NewPage and SGML (newbie)

Hello everyone!:
It's only a bit ago that I am using docBook, I am still using SGML 
version (ok ok I will jump to XML soon), but I am having some problems 
with SGML:

1) Is there a lable to make manual pagebreaks in SGML documents?

2)How can I justify the whole text?

I am using debian openjade and sgmltools.
