There was a recent discussion about this, but I can't find a reference to
it.

The <equation> element would be the most appropriate element.  It is like
<figure>,
but its title is optional.  Currently the stylesheets don't number equations
the
way you want, but that could be done with a customization.  Or you could
file
a SourceForge request to make such numbering an option.
