Is docbook.org/xml/4.5CR1/catalog.xml correct?

This looks wrong to me:
http://docbook.org/xml/4.5CR1/catalog.xml

<public publicId="-//OASIS//DTD DocBook XML V4.5CR1//EN" uri="docbookx.dtd"/>
<system systemId="http://www.oasis-open.org/docbook/xml/4.5b1/docbookx.dtd" 
uri="docbookx.dtd"/>
<system systemId="http://docbook.org/xml/4.5b1/docbookx.dtd" 
uri="docbookx.dtd"/>

Notice that the systemIds have 4.5b1, where as the publicId has V4.5CR1.  
Also, the tarball http://www.docbook.org/rng/4.5CR1/docbook-rng-4.5CR1.zip 
seem to have gone missing.
