Without a formal means of communicating what set of external character entity
references I am using I have no way to share the documents with the
assumption that other users will be able to resolve these references. If I
am to provide these using existing public identifiers, I will need to include
25 public identifiers in each document.
Considering there is no working consensus as to how this information should be
communicated, it is unlikely that even that would suffice in the current
environment.
