DocBook SGML declaration still broken

The issues mentioned here

still seem to be unfixed as of 4.5CR2.  Basically, any DocBook SGML 
later than 4.2 appears to be unusable with nsgml, jade, etc.  Can the 
solution proposed in the above message be implemented?
