Not the only answer, but the best one.

W3C XML Schemas (WXS) were generated automatically from DTDs, so they 
are not intended for further customization. If you really need WXS and 
DocBook 4.x, you can crate your customization in DTD or RELAX NG and use 
Trang to convert customized schema to WXS.
