There may be a good use case for the proposed topic element, but 
according to Norm it's one of the only two things holding up 5.0:

I'd rather not make a quick decision on this at this late point just so 
we can get 5.0 out the door. Could a final decision reasonably be left 
to 5.1 or 6?
